Kate Belinski is a member of the law firm Ballard Spahr.  Ms. Belinski focuses on advising corporations, trade associations, other non-profit organizations, advocacy groups, political committees (including “Super PACs”), candidates and officeholders on wide range of issues related to campaign finance, government ethics, and administrative law.  Ms. Belinski has counseled clients on the Federal Election Campaign Act, the Lobbying Disclosure Act, the Foreign Agents Registration Act, the Foreign Corrupt Practices Act, the Administrative Procedure Act; Internal Revenue Service (IRS), Federal Communications Commission (FCC) and Securities and Exchange Commission (SEC) regulations; the Federal Acquisition Regulation, and state and federal pay-to-play laws.  She has represented clients in investigations conducted by US Senate and House committees, the Department of Justice, federal agencies and state attorneys general on a variety of matters.   Ms. Belinski also provides general counsel to a number of non-profit organizations and government agencies. She counsels numerous Members of Congress and their staff on their legal and financial disclosure obligations under the Ethics in Government Act and represents them before the House and Senate Ethics Committees. Prior to joining the firm, Ms. Belinski served as senior counsel to the former chair of the Federal Election Commission (FEC), Cynthia Bauerly.  Her experience at the FEC included advising on issues related to campaign finance, government ethics, administrative law, and constitutional law.  While helping manage day-to-day operations of the agency such as budgeting and personnel, she was primarily responsible for drafting and negotiating regulations, advisory opinions, factual and legal analyses, policy statements, and agency procedures.  During Ms. Belinski's tenure at the FEC, the agency grappled with significant changes to the campaign finance landscape as a result of several recent court decisions, including Citizens United v Federal Election Commission.  Ms. Belinski provided guidance on the impact of, and the agency's response to, these evolving changes in the law.  
                                  
Brad Deutsch is a Principal in the Washington DC office of the Seattle-based law firm Garvey Schubert Barer (GSB).  Brad provides strategic advice to candidates, political committees, corporations and trade associations in all areas of Federal and State Political and Election Law.  Brad served as General Counsel to Bernie 2016, the presidential campaign of Senator Bernie Sanders and currently serves as General Counsel to the social welfare organization Our Revolution.  Prior to joining GSB, Brad served for eight years as Chief of Staff and Senior Legal Advisor to Commissioner Steven T. Walther at the Federal Election Commission, where he had previously served as Assistant General Counsel.  During his tenure at the FEC, Brad advised Commissioner Walther, who served as FEC Chairman in 2009 and as Vice Chairman in 2008, on all aspects of Campaign Finance Law and Administrative Law.
